Canada is nearing an agreement to participate in the European Union’s large defense investment program, according to comments from EU officials on Wednesday, deepening security ties between Ottawa and Europe.
The arrangement would give Canadian companies greater access to projects connected with the EU’s Security Action for Europe initiative, known as SAFE. The program is designed to support joint procurement and expand Europe’s defense-industrial capacity.
European Commission defense official Andrius Kubilius said negotiations were in their final stages and that an agreement could be completed soon. Canada would join a small group of non-EU partners seeking a formal role in the initiative.
The negotiations come as European governments increase defense spending and try to reduce fragmentation in weapons procurement. Canada has also been looking to diversify defense partnerships while strengthening its relationship with European allies.
Participation would not make Canada an EU member, but it would create a framework for Canadian industry to take part in selected projects under the fund’s rules. Final details, including financial terms and eligibility conditions, still need to be completed.
