Ukrainian President Volodymyr Zelenskiy said Kyiv plans to increase attacks on Russian oil refineries in response to what Ukrainian officials describe as a new Russian strategy of intensified strikes against cities and infrastructure.
Zelenskiy said Ukrainian intelligence believes Moscow is trying to increase pressure on civilians through broader air attacks. Russia has repeatedly denied deliberately targeting civilians.
Energy infrastructure remains a major target
Ukraine has used long-range drones to strike Russian refineries and fuel infrastructure throughout the war, arguing that the sites support Russia’s military effort and state revenues.
The attacks have also raised concern in Washington because refinery disruptions can affect global fuel prices. U.S. President Donald Trump has urged Kyiv to avoid actions that could worsen energy-market volatility.
Kyiv says talks remain stalled
Zelenskiy said he sees no evidence that Russia is prepared for a durable peace agreement. He also said Ukraine is expanding domestic missile and drone production while seeking additional European financing for air defense.
Both sides continue to describe their long-range strikes as retaliation for attacks by the other side, making independent attribution of strategic intent difficult.
